F1 gives a worker a secure company identity, full Microsoft Teams, SharePoint access, and the frontline apps — but no Exchange mailbox rights and read-only access to documents. F3 adds a 2 GB mailbox accessed through Outlook on the web, plus full editing in the Office web and mobile apps. Neither includes desktop Office apps — that’s deliberate, not a limitation, because frontline work happens on a phone or a shared screen.
It’s only a problem if you assume communication requires email — it doesn’t. F1 is designed precisely for this: identity and Teams without a mailbox. Workers get announcements through Viva Connections, schedules through Shifts, and coordination through Teams. If a role genuinely needs an inbox, that’s the signal to put it on F3.
Yes — shared devices are a core scenario. Frontline plans are built for shift workers signing in and out of a shared tablet or handset, with Intune managing the device regardless of who’s holding it. This is a major practical advantage over BYOD-only approaches on a plant floor or a store.
Not by default. Teams Phone capabilities aren’t included in F1 or F3 — they require the Teams Phone Standard for Frontline Workers add-on. Walkie Talkie, though, is included, and for most floor and site communication it’s the more practical tool anyway.
It’s familiar, which isn’t the same thing. The cost is that your operational data, customer information, and shift records live on accounts you don’t own, with no retention policy, no audit trail, and no way to remove access when someone leaves. Under RA 10173, that exposure sits with your organization. The goal isn’t to make the crew’s life harder — it’s to give them a tool that’s genuinely easier and defensible.
